There are two ICP certification levels available in China:
ICP Filing (‘Bei’an’ in Chinese)
An ICP Filing is the license necessary for all content providers to access hosting or CDN products in China. However, the filing only allows the licensees to run their websites for informational purposes rahter than any commercial use.
Commercial ICP License (‘Zheng’ in Chinese)
A Commercial ICP License is allocated to eligible websites that are online platforms selling goods and services that directly generate revenue online. It is subject to this license If your website integrates online payments. Before applying for a Commercial ICP License, you must have attained an ICP license number.
*Note: According to the latest requirement by 2016, after procuring the ICP filing or commercial ICP License, it is mandatory for you to submit the application to PSB (Public Security Bureau) for the another filing within 30 days after you open up your website.
